Help me in understanding the difference between configuration and requiement management
A requirement specifies what your system should do.
This requirement usually results in a number of source implementations (hardware or software), stored in a number of electronic documents.
A good practice is to list the requirements and give them identities that can be referred to from other instances, e.g. a simple enumeration index.
Configuration management describes how to change these source documents, for instance to secure tracability and integration control over the information held by each document.
CM is not limited to electronic documents, though - it pertains to all artifacts of a development project or product.
a nice set of descriptions, good testing needs both of these to happen to be able to report back emperical data in what ever school of test we follow.
I always ensure for context, these are established in some manner, in this triangle with test management it seems to make my life easier at least

ANOTHER QUESTION, DOES CM DO REQUIREMENTS MANAGEMENT OR IS THIS A QA OR TEST OR SYSTEM ENGINEERING TASK?
