In both cases to me, the word "management" really describes "auditing and control of changes made".
The creation of requirements is usually done collectively, by the PM, the Architect(s) and the Client. The control of those requirements once a baseline is established can be within the QA jurisdiction, or within the Project Management jurisdiction.
As for Configuration Management, I would say this will always be a QA task, unless the organization is not large enough to support CM as a specific role/responsibility. If this is the case, then it would most likely fall on the development group.
