A metric defines a standard way to measure something. Lines of code could be a metric to measure the level of effort put into a project. Or you could use hours charged to that project in your time-keeping system. Or you could use both metrics (or neither).

Will metrics be taken in consideration at the end of the project to know how much time was spend in each phase .
is test metrics related to time spend for each phase in testing life cycle .

That is one possibility. (Technically, the measurements obtained for the chosen metrics will be taken into consideration.) Perhaps more importantly, measurements should be taken on an ongoing basis during the project to determine status.
Measuring the time spent in each phase is just one thing you might want to measure, and the metric for that would be how you decide to actually measure it.

Can we take factors for metrics as
cost(in terms of salary for the people working on that project, resources required or exisitng maintenance ),peoples effort in terms of time.
i see only two factors ie time and cost that play in metrics. are there any other factors involved in it
